St. Pete Beach is governed by a City Commission. This recap covers the regular meeting of Tue., Aug. 25, 2026, 6:03 PM (adjourned 8:01 PM). All five members present. Source: official minutes (approved Sept. 9, 2026).
NBCA area: St. Pete Beach from 75th Ave north to the Treasure Island line (Blind Pass). Citywide items are still covered.
⏱️ At A Glance (The 60-Second Version)
Microtransit (Freebee) to be discontinued — consensus, no formal vote. Net city cost was ~$17 per trip (~4,000 trips/month).
Wastewater fees (Ord. 2026-16) and reclaimed water fees (Ord. 2026-17) passed first reading 5-0.
Coming up (at the time): District 2 Budget Roadshow Aug. 26; first budget/millage hearing Sept. 9.
📌 Key Decisions & Impact on North Beach
1. Microtransit & PSTA Transit Services for FY2027
What happened: A microtransit solicitation drew five proposals (~$225,000 to $1M+). PSTA proposed a $242,000 FY2027 subsidy for the Suncoast Beach Trolley and PSTA Access (up from ~$220,000), with Route 90 proposed for elimination. Staff noted that if trolley support ended, PSTA Access pickups would be limited to north of 90th Ave. Options presented: a Resident UPASS (~$4,000 first year, up to 200 residents) and a trolley extension to County Beach Park (~$175–200K/yr). Two residents spoke for Freebee, two against.
The Vote: Consensus (no formal vote) to discontinue microtransit; staff to work with PSTA on service options, including UPASS and possibly a reduced funding level.
North Beach Impact: NBCA-area riders lose Freebee on-demand service. Staff said that without the trolley subsidy, PSTA Access pickups would be limited to north of 90th Ave, which would cut service to the part of the NBCA area between 75th and 90th Aves and to everything south. The trolley was renewed through Dec. 31, 2026 (see the Sept. 21 recap).
2. Ordinances 2026-16 (Wastewater Fees) & 2026-17 (Reclaimed Water Fees) — First Reading
What happened: These implement the restructuring chosen July 28 (Alternative 1 — commercial base charges scaled by meter size, three-year phase-in; only year one adopted now). One public speaker supported the wastewater ordinance.
The Vote: Ord. 2026-16 passed 5-0 (Maldonado moved, Marriott seconded). Ord. 2026-17 passed 5-0 (Robinson moved, Marriott seconded).
North Beach Impact: Affects every North Beach utility bill; Gulf Blvd commercial accounts see the largest changes.
3. Other Actions
Consent 5-0 (Causey/Marriott): FY2027 special event co-sponsorships, School Board right-of-way interlocal, and annual-expenditure amendments with KM2H, Florida Parking (Yellow Dawg) and others.
Chill Restaurant parklet extension — 5-0 (Marriott/Robinson): $1,500/month minimum (may rise with sales); city’s parklet investment ~$50,000; Chill has paid ~$58,000.
Holiday decorations, $76,621 — 5-0 (Marriott/Maldonado); staff to study decorations on state roads before the 2027 contract.
Hydro-Klean stormwater cleaning amendment — 5-0 (Robinson/Marriott). Stormwater cleaning ~60% complete citywide; wastewater mainline cleaning ~97%.
Agenda 5-0 (Marriott/Maldonado).
💬 Public Comment & Open Discussion
A Casablanca Ave resident raised the trolley ending at 75th Ave and storm-repaired homes being classified as remodels (raising valuations); Mayor Tate asked staff to review classifications. A 24th Ave resident described a late-stage piling requirement on his permit.
Mothballs on the beach (Maldonado): City Attorney to identify options (restitution, sanctions) to present to the State Attorney’s Office; liquor licenses are state-issued.
Reports: ~$813M in Pinellas County hurricane recovery grants available to residents/small businesses (Maldonado). Commissioner Causey raised three damaged private seawalls in District 3 and reported a new Beautification Community Action Group.
