Miramar Hotel valet-only lot (3815–3861 Gulf Blvd) — Res. 2026-22 and related rescissions continued 5-0 to July 28.

📌 Key Decisions & Impact on North Beach
1. Resolution 2026-21 — Parking Prohibition on 46th Avenue
What happened: Pulled from consent by Mayor Tate. Assistant City Manager Adam Poirrier reviewed safety concerns from the parking study and a resident survey: of 41 first-choice responses, 44% chose no parking on either side; 53% of 36 second-choice responses also chose no parking. The resolution was corrected to read “Gulf Blvd” (not Gulf Way).
The Vote: Passed 5-0 (Marriott moved, Robinson seconded).
North Beach Impact: Outside the NBCA area (46th Ave is south of 75th Ave). It is a citywide precedent for resident parking surveys, which were revisited Oct. 13.
2. Resolution 2026-22 — Miramar Valet-Only Off-Premise Parking Lot (CUP 26107)
What happened: Miramar Property Holdings requested a temporary (up to 3 years), valet-only lot of up to 200 spaces (113 Phase 1, 87 Phase 2) in the Bayou Residential district, tied to the Miramar Hotel’s anticipated December opening; possible users included the Don CeSar and Hotel Zamora. Staff noted existing code violations (deteriorated dock/seawall). Conditions discussed: gates, fencing, landscaping/buffers, headlight screening within 30 days, seawall repair, no self-parking, and a 120-day improvement window. Four Gulf Blvd/Boca Ciega Isle residents raised traffic, pedestrian safety and enforcement concerns.
The Vote: Res. 2026-22, 2026-14 and 2026-16 continued 5-0 to July 28, 2026 (Maldonado moved, Marriott seconded).
North Beach Impact: Outside the NBCA area (3800 block of Gulf Blvd). It is a precedent for hotel valet lots in residential districts.
3. Other Actions
Ord. 2026-14 first reading — passed 5-0 (Robinson/Marriott): recreation fees to be set by resolution. Direction: keep resident fees at current levels, review non-resident camp fees, avoid cost-prohibitive event fees.
Merry Pier settlement with Merry Pier Partners, LLC (lease termination, settlement payment to city, limited dock lease for a 51-ft charter vessel) — passed 5-0 (Maldonado/Robinson).
Substantial Damage Administrative Procedures (SDAP) Plan accepted 5-0 (Marriott/Maldonado), clarifying residents may begin post-storm cleanup before a permit placard.
Consent 5-0 (Marriott/Maldonado): historic tax exemption at 2507 Pass-a-Grille Way; Res. 2026-23 supporting SB 484 on data centers; code lien foreclosure at 550 Corey Ave; reinstated City Engineer and planner positions.
Recess vote to restore livestream audio — passed 3-2 (Robinson moved, Marriott seconded; Causey and Maldonado no).
Meeting extension to 10:30 PM passed 4-1 (Marriott no). Agenda 5-0 (Marriott/Robinson).
💬 Public Comment & Open Discussion
Speakers raised sewer damage from demolitions and short-term rental enforcement; two commented on the gubernatorial race; others opposed the beach sign ordinance, asked for Lido Park improvements, and urged public participation in budget decisions.
Short-term rental registration fees (Robinson): Legal memo reviewed; any fee must reflect actual program costs and requires a cost-recovery study. Continued to a future meeting.
Agenda publication timeline: No consensus to change from Thursday. Beach maintenance item withdrawn. Reports not heard due to time.
