SPB is governed by a City Commission. Work sessions take no formal votes; the outcomes are direction or consensus. Raftelis utility rate study: existing revenues for reclaimed water, stormwater and wastewater were found insufficient.
Reclaimed water (~2,900 accounts, ~$1.1M/yr): preliminary plan of +50% in FY2027, then +8%/yr through FY2031.
Stormwater (~$140.9M in identified projects; ~$132.8M tied to the Resiliency Fund): +15%/yr for FY2027-29, then 6.5% in FY2030-31. This is stormwater, confirmed by the Raftelis deck (see below).
Discussion: stormwater ERU methodology, localized versus system-wide assessments, and commercial wastewater rate equity.
North Beach flag: Citywide utility rates. They would affect North Beach ratepayers like all others.
NBCA area: St. Pete Beach from 75th Ave north to the Treasure Island line (Blind Pass).
